Topic 1. In her testimony before the House Financial Services Committee, Lillian Ablon
of the RAND Corporation made the point that as of today, cyber terrorism is largely
theoretical. While there have been significant cases of hacktivism and terrorists have
used technology and the Internet to further terrorist activities, there have been few, if any,
publicly reported cases of terrorists using the Internet to carry out attacks.
